To a large extent, yes – and Estonia is one of the best places in the world for this. Two paths already exist today. First, pre-filling the e-MTA yourself: select the VAT return period, click „Download data” and the prepared declaration opens based on approved entries. Second, a software shortcut: accounting programs compile KMD from your entries and submit it directly to the EAMT via a machine interface or export a file that you upload to e-MTA. The machine does the preparation; the confirmation and responsibility for the accuracy of the declaration remains with the person – and The deadline is still the 20th., regardless of automation.
How does automatic KMD come about in practice?
The chain is simple, but every link counts. Invoices are in the system as structured data: as e-invoices or read documents. Entries are posted to the right accounts with the right VAT rates. At the end of the month, the software compiles the KMD main form and INF appendix from these: this is a list of invoices by partner, which includes invoices of at least 1,000 euros. You review the summary, approve it, and the declaration is sent to the EAMT. If this chain is intact, submitting the KMD is a matter of minutes, not days: and the cleaner the basic data, the fewer surprises there will be at the end of the month.
Where are the limits of automation?
In three places. Special procedures and cross-border transactions (reverse charge, intra-Community turnover, special cases) require correct setup and sometimes interpretation; the machine applies the rule that a person has set. Corrective declarations: if an error is later discovered, a person decides on the content of the correction. And the confirmation itself: no serious workflow sends a declaration without someone responsible having seen it; the idea of automation is that this glance lasts a minute, not an afternoon.
What happens next?
The trend is towards data-driven reporting: Ministry of Finance's intention to make e-invoices mandatory for VAT payers From 2027 would mean that an increasing portion of the KMD's underlying data is structurally generated at the moment of the transaction. For those who automate their billing today, future reporting requirements are a formality, not a project.
